All blocks of flats and houses converted into two or more units must legally have a fire risk assessment carried out at regular intervals for their communal areas, including the main entrances to each flat. To limit risks associated with potential hazards, comprehensive fire safety assessments must be arranged by landlords – either a Residents Management Company or Right to Manage Company. 

It is important to understand the distinction between “Premises” and private dwellings, as regulations apply differently in each situation. Generally speaking, common areas of an apartment building – such as hallways or lobbies – are included under “Premises”, but not a flat itself.
